The Mikasa district of Hamasaki City, Kanagawa's largest entertainment hub, is controlled by the Gensei-kai, led by the old-school yakuza Shirakawa (Koji Matoba), assistant vice-chairman. However, tension rises as the upstart Otomo-gumi enters the district, pushing the situation to the brink of war.
